Measuring Ethical Progress: Introducing the Ethics Perception Index (ETPI) and the Regional Ethics Perception Index (RETPI) for Holistic Development Assessment

At a time when traditional measures of societal progress such as Gross Domestic Product (GDP) fail to capture the complexity of human development, this study introduces two novel indices - the Ethics Perception Index (ETPI) and the Regional Ethics Perception Index (RETPI). These indices aim to fill a critical gap by quantifying the ethical and moral dimensions of societal progress. Building on established indices such as (but not limited to) the Economic Freedom Index and the Corruption Perception Index, the ETPI and RETPI incorporate indicators such as justice, equity and environmental sustainability to provide a comprehensive framework for ethical assessment. By providing quantitative tools to measure ethical development, these indices have practical implications for both academics and policymakers, especially in light of recent global crises such as the COVID-19 pandemic and military conflicts. This study highlights the need for ethical considerations in sustainable development and proposes a dynamic, regionally adaptable methodology.
